It could be interpreted a few ways here, but it looks like the cetus is suggesting to the morhon that they double-team the sea elephant.
There's some perspective here, because a cetus is actually pretty big.. elephant-sized, despite basically being a dolphin with a double tail and a canine head. Of course a morhon is gigantical, like 50 feet.. but yeah, that sea elephant is in the foreground, and is also elephant-sized..
.. and believe it or not, it was totally accidental, but it turned out great XD
